Details of Certification Program 3680-910
 
The Quebec Ministry of Environment regulation Q-2, r.8 state that beginning December 31 2005 wastewater treatment systems used for isolated dwellings in the province of Quebec must be certified according to the BNQ Standard NQ 3680-910 Wastewater Treatment - Stand-alone Wastewater Treatment Systems for Isolated Dwellings

Main Requirements of Standard NQ 3680-910

This Standard establishes the requirements for material, design and construction, and performance testing and evaluation of stand-alone wastewater treatment systems used to treat wastewater from isolated dwellings. The Standard includes a 6 month performance test similar to the ANSI/NSF 40 Standard, plus a 6 month test to make sure that the equipment will perform correctly during the four seasons encountered in the average Canadian climate. There are five types of treatment covered by the BNQ standard and it is the only known standard with requirements for coliform (Treatment Class III, IV, V).

The BNQ is accredited by the SCC and it is recognized by the SCC for the development of national standards for Canada in the field of wastewater.

THE BNQ CERTIFICATION PROCESS FOR STAND-ALONE WASTEWATER TREATMENT SYSTEMS
 
The certification process is not only an accreditation or homologation based on a test result. The certification process implies periodic quality control by the BNQ for the certified products to assure the continuity of compliance with the requirements of the Standard:
  1. The manufacturer makes a request for certification and sends information requested by the BNQ.
  2. The BNQ verifies if the equipment to be certified meets mechanical and electrical requirements of the Standard.
  3. The testing according to Annex B, for every manufacturer.
  4. The delivery of the certificate of conformity to the Standard when all the requirements are meet.
  5. The verification twice a year of the production process at the manufacturing plant.
  6. The annual visit of several installed treatment systems for wastewater sampling and effluent analysis.

All the data related to the certification of a system is kept confidential by the BNQ, even the names of the clients during the certification process. The manufacturer will receive the complete report for the certification tests. When a client succeeds with the certification process for its treatment system, the BNQ will publish the name of the manufacturer and the model certified in the BNQ list of certified products.

To avoid double testing, NSF and BNQ have signed an agreement for mutual recognition of test results. This simplifies certification to ANSI/NSF 40 for products certified under NQ 3680-910 and those products already certified ANSI/NSF 40 need less testing in order to comply with NQ 3680-910. TEST SITE DEVOTED TO THE CERTIFICATION PROGRAM
 
The certification process requires a test site operated by an organisation registered to ISO 17025 and not involved in the development of stand-alone wastewater treatment systems to assure confidentiality and to avoid conflicts of interest. The confidentiality of data shall also be protected by restricted access to the test site.

The BNQ test facility is supplied by a continuous and constant quality of domestic only wastewater, from a vacuum pumped residential wastewater system. The BNQ test site is in operation since the fall of 2003. The test site allows for 8 treatment systems to be tested simultaneously. The test site was modified in 2004 to allow testing with temperature controlled wastewater if requested by the manufacturer. Non temperature controlled wastewater is also available for certification of treatment systems and temperature varies annually between 5 and 15 oC.

Systems being tested are installed in the ground as specified by the manufacturer, so there is little to see at the site. The following photos show the BNQ test site, dosing equipment, etc.
