The Work Program of the Bureau de normalisation du
Québec (BNQ) gives, for each of the drafts underway:
- the subject of the draft standard;
- the progress stage made in the standard-development process;
- the target date for completing the stage underway;
- the international standards taken into consideration
during the work, if need be;
- the planned publication date.
The Work Program has two sections: draft standards
classified according to the International Classification for
Standards (ICS) and drafts by ascending order according to
their progress stage.

The International Classification for Standards (ICS) is a
classification system developed by the International
Organization for Standardization in view of standardizing the
structure of the various standards catalogues published by
standardization bodies. The objective of the ICS is to make it
easier to group together and find related standards by
subject.
The structure by subject put forth by the ICS is a
three-level hierarchical classification. The first level,
having a two-digit notation, covers the fields, whereas the
other two levels indicate respectively the groups and
sub-groups of items.
According to the ICS, a same standard can be classified in
several groups or sub-groups depending on its basic
characteristics.

To rapidly determine the progress stage of a draft
standard, regardless of the language of the person involved,
the BNQ uses a code system for the various development stages
of a standard, which is a system based on the ISO/IEC
identification system.
The target date established for a draft standard
corresponds to the date at which the stage underway should be
completed.
